Operating at a standard lower than good practice will not meet your legal responsibilities. Good practice will often be activity specific, although there will usually be similarities between activities that manage similar risks and hazards."

That is a statement from the  http://www.supportadventure.co.nz/ website where a number of guideline documents can be found, including a recent update of  the 'Activity Safety Guideline" for ATV use which contains quite a lot of useful guidance around safety management involving off road recreational vehicle use.
