As part of the work done to create the Walking Access Commission, a retired NZ Surveyor General, B E Hayes, researched and compiled a document on the subject of unformed legal roads and subsequently a second document to validate his conclusions.

All NZ four wheelers should have an understanding of what comprises a legal road. Both publications can be downloaded from the above web page.

Within the Recreational Access community, Brian Hayes' conclusions are subject to some dispute. This doesn't help our Members, since it just serves to complicate things more than they already were - if that's possible.
